He enlisted the Saudis to provide financing for agency covert operations that Congress had barred or refused to fund.  In effect, Bush privatized U.S. covert operations. This program, which will be detailed in chapters 13 and 14, offered tangible benefits to the Saudis, permitted the continuation of questionable CIA activities, and as we shall see, also enriched Poppy’s circle back in Texas.”
